The Joint Songwe River Basin Commission (SONGWECOM), in partnership with its Member States—the Republic of Malawi and the United Republic of Tanzania—the African Union Commission (AUC) and GIZ Blue Africa Action, convened a high-level capacity development training on Climate-Resilient Water Investment Programmes and Preparation of Pipeline Projects from 22 to 26 June 2026 in Dar es Salaam, United Republic of Tanzania.

The training brought together representatives from the Governments of the United Republic of Tanzania and the Republic of Malawi, development partners, technical experts and regional institutions to strengthen investment planning, project preparation and resource mobilisation efforts aimed at promoting climate-resilient development within the Songwe River Basin.

The five-day programme was designed to support SONGWECOM and its stakeholders in developing a pipeline of bankable and climate-resilient water investment projects capable of attracting financing from climate funds, development finance institutions and private sector investors. The initiative was undertaken as part of the partnership between SONGWECOM and the African Union Commission to advance climate-resilient water investment programming and accelerate implementation of priority projects within the shared Songwe River Basin.

The training also provided a platform for SONGWECOM, Member States, the African Union Commission, GIZ, development finance institutions, and other partners to strengthen strategic collaboration and identify opportunities for mobilising resources to support implementation of the Songwe River Basin Development Programme. Key areas of focus included climate resilience, water security, sustainable livelihoods, ecosystem restoration, energy development, and socio-economic transformation.

The meeting reaffirmed the continued commitment of the Governments of Malawi and Tanzania, together with regional and international partners, to promote climate-resilient development, sustainable management of shared water resources and long-term socio-economic prosperity for communities within the Songwe River Basin.
