SOCIAL INFRASTRUCTURE DEVELOPMENT


The Social Infrastructure Development Component is designed to improve the quality of life, human capital development and socio-economic well-being of communities within the Songwe River Basin. The component supports strategic investments in education, healthcare and transport infrastructure to ensure that communities directly benefit from the broader investments in water resources, energy, agriculture and climate resilience. The interventions will contribute to poverty reduction, human development, regional integration and inclusive economic growth across the seven districts of the basin, namely Kyela, Ileje, Mbozi, Momba and Mbeya District Councils in Tanzania, and Karonga and Chitipa Districts in Malawi.

1.1.    Education Infrastructure Development 
Investment Cost:USD 14.12 Million

Capacity
•    Construction and rehabilitation of education infrastructure in both Tanzania and Malawi.
•    Improved access to quality learning environments for primary and secondary school students.
•    Enhanced educational facilities serving communities affected by and benefiting from the Songwe River Basin Development Programme.
•    Improved educational infrastructure in rural and underserved areas.

Key Interventions
•    Construction of new classroom blocks and rehabilitation of existing classrooms.
•    Construction of teachers’ houses and staff accommodation facilities.
•    Development of school sanitation and hygiene facilities.
•    Provision of furniture, learning materials and basic educational equipment.
•    Rehabilitation of school water supply systems.
•    Improvement of learning environments, including gender-responsive facilities.
•    Development of access roads and supporting infrastructure for educational institutions.

•    Increased access to quality education services.
•    Improved school enrolment, attendance and retention rates.
•    Reduced pupil-to-classroom ratios.
•    Improved teacher retention and performance in rural areas.

1.2.    Health Infrastructure Development
Investment Cost:USD 6.12 Million

Capacity
•    Construction, rehabilitation and upgrading of health facilities across the basin.
•    Improved access to primary healthcare services in rural and remote communities.
•    Enhanced maternal, child and community health services.
•    Strengthened healthcare infrastructure supporting population growth and economic development.

Key Interventions
•    Construction and rehabilitation of health centres, dispensaries and outreach facilities.
•    Development of maternal and child healthcare facilities.
•    Construction of medical staff houses and accommodation facilities.
•    Provision of medical equipment, furniture and essential healthcare infrastructure.
•    Development of water supply, sanitation and waste management facilities for health institutions.
•    Improvement of access roads and supporting infrastructure to health facilities.
•    Capacity enhancement for community-based health services.

•    Reduced travel distance and time to health facilities.
•    Improved maternal, neonatal and child health outcomes.
•    Enhanced disease prevention and health promotion services.

1.3.    Road and Transport Infrastructure Development
Investment Cost:USD 66.72 Million

Capacity
•    Development and upgrading of approximately 170 km of strategic roads and access roads within the Songwe River Basin.
•    Improved connectivity between project intervention areas, markets, social services and economic centres.
•    Enhanced cross-border connectivity between Tanzania and Malawi.
•    Improved access to major infrastructure investments, including dams, irrigation schemes, water supply facilities and growth centres.

Key Interventions
•    Rehabilitation and upgrading of strategic district and feeder roads.
•    Construction and improvement of dam access roads and associated infrastructure.
•    Upgrading and gravelling of rural roads serving agricultural production zones.
•    Improvement of cross-border transport corridors and connectivity routes.
•    Construction and rehabilitation of bridges, culverts and drainage structures.
•    Climate-resilient road engineering and erosion control measures.
•    Improvement of road safety infrastructure and signage.
