INSTITUTIONAL DEVELOPMENT, SUPPORT AND CAPACITY BUILDING FOR SONGWECOM

The Institutional Development, Support and Capacity Building Component aims to strengthen the institutional, technical, operational and governance capacities of the Joint Songwe River Basin Commission (SONGWECOM) to effectively coordinate, manage and sustain the implementation of the Songwe River Basin Development Programme (SRBDP). The component will support the transformation of SONGWECOM into a fully functional, financially sustainable, and internationally recognised transboundary river basin organisation capable of mobilising resources, managing investments, coordinating stakeholders, promoting regional integration, and delivering long-term socio-economic and environmental benefits for both Tanzania and Malawi. The component is aligned with international best practices for transboundary water governance, integrated water resources management and sustainable basin development. 

9.1.     Institutional Strengthening and Governance Development

•    Strengthened governance and operational structures of the Commission.

Key Interventions
•    Operationalization and strengthening of Commission governance structures. 
•    Development and implementation of institutional policies, regulations and operational procedures. 
•    Strengthening of strategic planning, budgeting and performance management systems. 
•    Support for Joint Technical Committee, Joint Steering Committee and Council of Ministers processes. 
•    Development and implementation of institutional sustainability and transition strategies. 
•    Promotion of gender-responsive and inclusive governance systems.

9.2.    Human Resources Development and Technical Capacity Building

•    Enhanced technical and professional competencies of SONGWECOM staff and partner institutions. 
•    Improved capacity in water resources management, environmental management, infrastructure development and climate resilience. 

Key Interventions
•    Specialised technical training programmes. 
•    Professional certification and leadership development initiatives. 
•    Exchange visits and knowledge-sharing programmes with regional and international river basin organisations. 
•    Capacity building in integrated water resources management (IWRM). 
•    Training on climate adaptation, environmental safeguards and social inclusion. 
•    Development of staff retention and professional development programmes.

9.3.    Digital Transformation, Information and Knowledge Management

•    Development of digital document management and archival systems. 
•    Enhancement of hydrological, environmental and socio-economic databases. 
•    Development of knowledge management, research and innovation platforms. 
•    Strengthening cybersecurity and information security systems.

9.4.    Infrastructure, Equipment and Operational Support

9.5.    Resource Mobilisation, Partnerships and Investment Facilitation

•    Preparation of investment plans, project concepts and bankable project proposals.

•    Public-Private Partnership (PPP) promotion and investment facilitation. 
•    Strategic partnership development with development finance institutions and climate funds. 
•    Investment promotion and communication initiatives.

9.6.    Monitoring, Evaluation, Learning and Communication
